Get to Know Barb

Barb's Story

Barb has a B.S. degree in International Studies – Economics and German from the University of St. Thomas.  She has extensive experience working in business and with non-profits.  Following a fourteen-year business career in telecommunications with McCaw Communications and AT&T, she transferred her management and leadership skills to the non-profit sector and served as Executive Director of SteppsUp, a strategic planning initiative to support local nonprofits and then as Director of Collective Impact Strategies with Every Hand Joined, an education initiative. Before her legislative role, Barb’s focus was on workforce and she initiated a project called “Red Wing WORKS” – a partnership between schools and manufacturers.

Haley has also been involved in a numerous community groups. In addition to years of school and church volunteering, she has served on the Board of Directors of the local YMCA, as a Board Member for WomenCents and ArtReach, a Community Board Member and Board Chair for Fairview Red Wing Health Services, and Chair of the St. Joseph School Board. Along with her husband, she founded the Haley’s Hope Charity Golf Tournament, which raised over $650,000 in net proceeds for Children’s Hospital. 


Barb's Family

Barb was born and raised in Red Wing, MN, in the district she now represents. She and her husband Tim have been married for 34 years and have two children. 

Barb’s husband Tim is originally from Bloomington and is retired. They met at St. Thomas University in St. Paul. They have a son, Joey, and a daughter, Maria. The Haleys are members of St. Joseph Catholic Church, where both Tim and Barb have taught confirmation and Life Teen and Tim also serves on the finance committee.

Barb's Parents

Barb’s parents, Jan and the late John May, lived in Red Wing for 25 years where they raised Barb and her two sisters, Annette and Diane. They moved back to Red Wing to retire in 2005.
Barb’s father was a high school business teacher and coached wrestling and football, before leaving education to work in marketing for SB Foot Tannery. Barb’s mother, Jan, was also a business teacher in the Rural Banking and Agriculture Finance Program at S.E. Technical College when it first opened. Barb attributes her deep sense of community engagement and volunteerism to her parents.

Barb's Legislative Leadership

Barb has served on the finance committees of our state’s two largest budget areas -Education Finance and Health & Human Services Finance and also on two significant economic committees – Commerce and the Jobs & Economic Development Committee. In addition, she served on a Water Commission, Rules & Legislative Administration, and Legislative Process Reform.

Barb’s work ethic and ability to create trust and build relationships with her colleagues propelled her quickly into leadership roles with the House GOP caucus. She was elected by her peers as the House Minority Whip in 2020 and continues in that role now. She also commits her time and energy to build the strength & expertise of the House GOP by serving on the following caucus leadership committees: Executive Board (advises the Minority Leader), Personnel (staff hiring), and Steering (election strategy & candidate recruitment), and takes a personal interest in mentoring incoming members.
